Do not allow CMD_SSL access if is not enabled in the given domain

Version 1.61.4

Bugfix
Finished

Should you access /CMD_SSL?domain=domain.com (or /user/ssl in Evolution), when ssl=ON is not present in the domain.com.conf file, you'll get an error: Could not execute your request SSL is not enabled for this domain In which case, you'd go to your "Domain Setup" area to enable SSL prior to managing your certificates. With Enhanced skin, you'll get a direct URL below to: /CMD_ADDITIONAL_DOMAINS?action=view&domain=domain.com ---- T28864 Compile time: Sep 8 2020 at 17:25:58
