Only restart php-fpm once with nginx proxy setup.

Anytime httpd is restarted, php-fpm is restarted. Anytime nginx is restarted, php-fpm is restarted. With the proxy setup, both httpd and nginx are restarted, so php-fpm was restarted twice in very short succession. The 2nd issue of the graceful restart happened during it's first (re)startup which broke it. The dataskq removes duplicates from the task.queue file, so we'll know that httpd and nginx restarts only happen once, but new code has been added to only restart php-fpm once within a 5 second span.
