Disable SSLv2/SSLv2 for outboud client calls

DirectAdmin sometimes makes outbound calls to remote servers using SSL. Some examples would be plugin updates, DA or License updates, or when using the Multi-Server Setup. This change disables the client calls from being allowed to use SSLv2 or SSLv3, forcing them to use TLS. The effect of this will only be that server side of the connection, that is being connected to, must support TLS, and any server that does not will no longer work.
