[How-To] Custom php.ini per user?

I look for way that I will make php.ini to each of my users, I mean like on Ensim that every user get his php.ini, how to?

I'm not sure how Ensim works having never used it. But you make make some modifications either using the users httpd.conf file or .htaccess files and php flags.
Here's one example using the httpd.conf file for a particular user
