ihost can create an account for directadmin ?

Not a tech for DA but from reading the site, looks like they're CPanel only. Usually products like these brag if they can handle more than one Control Panel.

its hard to get the question you are asking, but if you are inquiring if iHost can work with directadmin, id say no since iHost says it requires cpanel.
You can find billing programs that will work with directadmin in the 3rd party software forum.
