How do I create plugins?

I'm not sure that this theard is supposed to be here,
so please move it if not supposed.

I want to create a plugin for PostgreSQL,
I have it installed on my system and I want users to create it through the CP.

How can I create plugins? i which programming language?

DA might have the helloworld demo plugin that you could try downloading and use as an example.
