server-status different from top?

the cpu usage is different in

http://domain.com/server-status:
CPU Usage: u18.92 s7.58 cu0 cs0 - .883% CPU load

top in ssh:
Cpu(s): 2.0% us

how come @@?!

server-status only shows information for apache while the top command shows usage for the entire server.
