Is it possible that if a user creates a POP3 account that directadmin sends a welcome email to that new POP3 account.?

Yes we *could*.. but.. if contains the login information, they might be waiting a while to receive the login information to the account that got the email :) ... (chicken or the egg)

If you're just refering to a basic welcome message, we'll add it to the list for future consideration.

Yes just a custom welcome message.

What about the option to re-send the account creation email?

That can be done.. we'll look into adding it. (We have many things on our plate at the momment)
