If you you are waiting for you domain to resolve, you can access it via:

http://1.2.3.4/~username

where 1.2.3.4 is the ip you are on, and username is you username.

From what I understand is that you try to run some sort of forum (MySQL & now 'board' files). Try looking for a README.HTML, that usually contains quite a few hints about the installation...

And it would help if you formulate your questions more clearly for people, they'll be more willing to help if they don't have to figure out what the hell you're talking about ;)

Try looking for an install.php, that usually does the trick.
