ssh for users... option checked??

I do not allow ssh access for anyone on my server. I make sure it's unchecked for the resellers.

But when a reseller goes and makes a user package, ssh is checked off by default.

It doesn't actually do anything, does it? Should it even really be showing if I have it disabled?
