Error when adding Sites

I get the error below everytime i add a new site and then have to delete the SSL settings from the httpd.conf file. Any ideas ??

Invalid command 'SSLEngine', perhaps mis-spelled or defined by a module not included in the server configuration

You have to use the boot script:

service httpd restart

apachctl doesn't pass all required parameters.
