I want to offer DNS hosting for say "10 domains" as a package, but as it is now, they can create one domain and go into DNS settings and add as many DNS records as they want for whatever domain they want.
Is there any way to limit DNS entries to just the domain they're under?

I'm not sure of what you mean.
To create a zone file for a domain you need to create the domain; your users are limited to the amount of domains you let them create.
Sure they can create an a record, for example:
www.example.com. A 123.45.67.89
in any zone, but it won't work on the net unless it's in the zone for example.com. Which they can't create unless you let them create an extra domain.

so if they add an entry for domain.com under example.com it wont resolve because it doesnt have its own zone file?
sorry, not real familiar with DNS.

That's correct.
Been there, tested that (years ago), never need to rent the video.
