restoring accounts from back ups - ERRORS

there is accounts that while we try restore telling this:

Unable to exact backup/user.conf from /home/admin/user_backups/mrmattymcd.tar.gz : Error while extracting backup/user.conf to /home/admin/user_backups/mrmattymcd as admin :


any ideas how can we fix it?
whats the issue with this backups?

I'd imagine the backup/user.conf already exists and it is owned by user root, or is read-only.
