FTP not running

Ok, well even though my direct admin says i have an ftp account ready. When i try to connect to the server's ip address i get a connection refused. Any ideas?

Are you running the ftp daemon?

If it's not running full time, is it set up in inetd or in xinetd?

Do you have a firewall?

If so, is your firewall allowing outside connections on port 21?
