usr/sbin/useradd missing

I'm missing the following file on my debian 4.0 server: usr/sbin/useradd

At the moment I am unable to add any new users. If somebody can provide me the file or tell me where to find/download the missing file, it would be much appreciated.

Problem already solved. Just installed passwd package and tried to create a new user in directadmin and it seems to be working.
