It is a license for directadmin resellers for VPS servers.

Im sure you can install them on anything that is not a dedicated server.

Note, however, that VPS licenses are only available to resellers of VPS instances; if you've gotten a VPS from a vendor who doesn't supply DirectAdmin you'll need a fullpriced license.
