Is there a place where I can edit the site suspended template? I can't find it anywhere.

There is no template for that. The DOCROOT token is just swapped with /home/reseller/domains/suspended. That's why its set using |?DOCROOT=/path| so that DirectAdmin can use it's own token when the site is suspended.
HOME and GROUP are also change to the reseller's name.

Why isn't there a template for this?
It would make sense that you could customise the page and provide contact details, both at admin and reseller level ....

Because you don't need a template.
Or because there really is a template, depending on how you look at it:
See:
/home/reseller/domains/suspended
This is the directory that every suspended user sees.
So each reseller can set up his own website, redirect, whatever, there.
Or change the simple html file already there.

It could.
Since the current wording could be embarrassing to our clients, who may afterall want to pay us and stay with us, we replace it with a blank page.
That's generally enough to get someone's attention.
