do you have any error message? what exactly the problem?

Invalid command 'php_value', perhaps misspelled or defined by a module not included in the server configuration

problems with suphp i've tried to turn on php 4/5/6 as cgi

php_value/php_flags are not allowed to be used in .htacces, while you use PHP-CGI (without additional module).

Comment/remove them, or switch back to mod_php.

check the folders permission to be 755.

I can fix it for you, but I'd charge, and you can probably follow these steps yourself.
