FTP "Could not connect to server"

I can FTP to the main account, but when I add a new FTP account I cannot log in to it. I'm doing everything right i think:

host is ftp.domain.com
username is user@domain.com
password is correct

Still can't log in. I don't see any option for anonymous login as shown in the help files. I don't know what the "Main FTP page" is. I'm at the user level and managing ftp accounts. reseller level has nothing about FTP, but I made sure the package in use allow for at least a few FTP accounts.

Check /var/log/proftpd.org

Make sure you dont have more then one copy of proftpd on your server too.

You should not see /etc/proftpd/proftpd.conf
