Max number of recipients - Outlook,exim

Hello,

The problem is:
When I'm trying to send email via Outlook or via any webmail (such as Roundcube) for a 15 - 20 recipients, I get error: "421 - To many errors"
I tried to remove one by one recipient, and the max number of recipients when I can send mail is 12.

Any ideas what shoud I check ?

Check /etc/exim.conf

Yea, it goes without saying :)

In exim.conf I've got
recipients_max = 50
recipients_max_reject = true

But the problem still exist :(

And you restarted exim after editing?
