can i use http://www.fedoralegacy.org/ after an RH9 install with Direct admin, with use off Yum safely?

Yes, but skip the following:

apache*
httpd**
mod_*
mysql
MySQL*
da_*
*ftp*
exim*
sendmail*
php*

If you're using Yum, yes.
