How can i setup my "admin" account, that when switch to User Level, it's have all the options as a single user?
Or it means, the user "admin" can use at all levels, from admin level -> reseller level -> user level?

When the first install, Admins have a User, Reseller, and Admin panel.
But with me, when i access the User Level (after logged in as Admin), it shows "No Data to Show". Any errors?

It simply means there's no domain set up.
If you really want a domain owned by admin, then click on Domain Administration and set one up.
Personally we don't do that; we always set up domains under resellers, for maximum flexibility.

I add a domain name but it shows "domain already exist",
but in Admin -> Show all users, there isn't any domain like that. What can i do?

It means that you already have a DNS zone for that domain.
You can copy the zone data somewhere, remove the zone, add the domain to the admin user and finally reinsert the data.
You can do it from the command line (copying and replacing the zonename.db file within /etc/bind or /etc/named or /var/db/named etc. depending on your distribution).
