Messages sent from the cp do no follow the LANG_ENCODING setting

LANG_ENCODING is set to utf-8, the skin is using utf-8, but DA sends emails using the default charset which probably is ANSI. This means that the welcome text can only be written in English...

Since it's now almost possible to have the cp interface in a different language than English, i think it would be a good idea to iron out all these remaining glitches for the next release of DA.

Correct, the language system is not related to emails.. I'm not sure if it's correct to do so (would have to be looked at)
However, you can already use this option to add any required header to the email you need:
