Redhat license for hosting server?

Does Redhat requires anyone to register with them for a fee when using Redhat 9 on server doing commercial hosting?

Most complex: no. If you use RHEL versions you could be in violation of the license you agree to, but all they can do then is limit your access to precompiled updates, as the linux code itself is open-source under the gnu license.
