Its a newish term, PowerReseller is a Reseller with ability to create, delete, modify, sell Reseller accounts.
So, someone buys a Reseller account -- and creates and sells Reseller accounts from within that.
Of course, then someone is going to go further and expect DoublePowerReseller or InfinitePowerReseller -- it won't stop till we reach infinite heirarchy -- but that's the general idea.

Hello,
No plans for that at this time. Such a change would be a major overhaul of the framework and would take a huge amount of testing to make sure it would work.

Just sell your reseller another reseller account (perhaps at a discount) and let her/him resell it to his/her client.
The only problem is if the 2nd level reseller changes the password, and the 1st level reseller needs to get into the account; then the admin would have to get involved.

I really don't think it will be as hard as we think to hack sub-resellers into DA.
Need done:
- Reseller-Reseller creation interace (same as admin reseller creator?)
- value in children resellers' cfgs telling DA who their parent reseller is. (then when a reseller trys to modify another reseller, DA just looks at this cfg pair to see if it's allowed.); is the already existent creator pair the same as this?
Is it really more than that?

Yes, it's simple, but complicated at the same time because of the Object Oriented state of DA. We all know that Admin's are extensions of Resellers. This new type would also be an extensino of a Reseller, so in that sense, it's very easy. The only issues I can really see are all the level testing like for skins, where it goes from files_admin.conf, to files_reseller.conf to files_user.conf ... 3,2,1.
It's probably a very simple task, but also a very dangerous one because it may break something in the huge expanse of code (34,959 lines of code ... so far ;)).
Or.. I'm thinking too hard about it.. we could just consider him a regular reseller with an option to have another feature (adding more Resellers)... hmm.. a bit of a hack, as he would require admin level skin files too.
