4 ips 2 NS

hello i have 1 domain with 4 ips on it 2 ips its not in use..
how its possible to assign this ips to one of my resseler user and create own NS for this user?(ns i know that i create from domain host.)

Under Admin level (IP Managment) - assign these IP-s to your reseller. And then - under Reseller level you can add two new nameservers.
