single quotes in filter

Just a small bug: single quotes do not work in filters.

I tried to block virus by blocking text "Mail Transaction Failed - This mail couldn't be delivered" but directadmin showed error so had to block it with "Mail Transaction Failed - This mail couldn" instead.

one more bug in filters: user can create duplicate filter with same rule and same keywords. and when user tries to delete that duplicate filter it always deletes first of those filters (even if there are more than 2 duplicates and user tries to delete several duplicates it deletes only 1 first entry)
