Do I need rootaccess or so to do this. I have a dedicated Managed server, maybe that´s the problem.

Yes.

Most Dedicated Managed servers come with root access. If yours doesn't you should ask your provider to set it up for you.

The filename is exim.conf, and it's in the /etc directory. If you don't know this much about administering a linux or unix server then you'll need to have a server administrator take care of it for you.
