How can I automatically create a user??

Can a user be created without a reseller or an admin's action? That means a user apply for my services, and he/she automatically have his account opened once after their applications??

Kind of, you need the admin and reseller but you can script it out so that it will automatically create a user in your reseller account. Modernbill for example has a module built in that will allow for automatic user creation.
