Whether you use Suspend or Unsuspend the command will reverse whatever the current status is. If an account is already suspended and you send the Suspend command it will unsuspend the account. The same is true of Unsuspend.
This really needs to be fixed because WHMCS (and maybe some others) uses this API to Suspend/Unsuspend accounts and if an admin in the billing software clicks one of those commands two times he has really done the opposite of what was intended.
