Does DA allow you to do domain pointing without pointing to a domain already signed up on the DA dns servers. For example...i am a web host who wishes to offer domain pointing without actually hosting the users domain names...can i point the user's domain name without them needing a hosting account????

As long as your DNS points to your box you can do domain pointing.
