how often do the error / access logs get rotated / compressed / deleted as default with DA or does this have to be set manually?

Monthly, and they are available as "Backed up Apache Logs" from the statistics menu.

Are the site logs part of the site's quota?

Monthly could mean some pretty large log files for busy sites.

Can I change it? How?

Site logs are not currently part of the user's quota, they'll be added to the users total disk usage for 1.13. Just a note that logs are owned by root, so they can't be limited by the system quotas. The users disk usage will be increased, but its up to the reseller to see that the disk usage limit has been exceeded and take the appropriate action.
