I have just bought a new reseller account with PWS, (my second), for some reason when I set up a new client account, neither the welcome email nor the resellers copy of the welcome email are sent from DA.

The user account sets up fine and mail sent through the webmail facility from there dispatches just fine. Its only the welcome emails.

Anyone have any idea why this should be and more importantly how it can be fixed?

Make sure the checkbox is checked, otherwise I wouldn't have a clue.
