This feature was available, but removed, because of high bandwidth.. :) Because all users are downloading the same file at the same time. Maybe this feature could come again with some modifications (if any).

That wasn't the only reason, and of course it can be used with a random time to wait, as already being done, for example, in yum update.

The real issue is that you may not want to upload an update until you know it works for other people :) .

Well, in that case, there should be an enable/disable function, with default being disabled.

You can already set up a cron job to do it if you really want it.
