restrict ip address for one site

I have to set up a site for a customer and he told me that only from a specific range this site may be visited.

It has to do something with payed services. The instructions the customer got said something about ip-secure

How can I do that?

tried with a .htaccess config file located at root?

I really don't remember where but I even saw some lists with ranges for different countries.
