Enabling parent paths

It looks like parent paths are disabled, but I can find nothing in the httpd.conf that looks to be the setting. Searching brings up many websites about parent paths and IIS, but I could find none with information about where it is set in Apache. I'd prefer to enable this in a custom httpd config for the virtual or in a .htaccess file.

Anyone know how to do this?
