I've added this :
"Our US Licensed Doctors"
to my filters via the cp, but I keep getting those spams.
Does that mean that the filters are not working?

Hello,
It depends on how they are sending the emails. A lot of time spammers will do sneaky things like:
<font>Our</font> <font>US</font> <font>Licensed Doctors</font>
etc..
which doesn't match line line in the filter. You'll have to double check the raw source of the email with the filter you are adding to make sure that it actually matches.

I thought Exim was filtering HTML tags.
