Change Character Set of MySql

Could you tellme how to change the "MySQL charset: UTF-8 Unicode (utf8) " in PhpMyAdmin? I'm new to mysql.

All import tables always "latin1_swedish_ci" while I set the Character to "tis620"

Please help.
