DirectAdmin is designed as an "all-in-one" solution for the typical webhosting requirements. Although your request is a non-standard requirement, it *is* possible to do, but would require some scripting and a good knowledge of how everything is setup. Have a look at:

What is basically comes down to is that you will have to disable users from uploading.

For FTP you can check out the /etc/proftpd.passwd and for the filemanager you would require a sking without the filemanager.

If you have the normal script with the file manager removed please let me know as I'm in need for it myself and haven't yet got the time to learn skin writing yet.
