How to limit server resources

Is there any way to limit the amount of server resources that one site can use !? for example I want to set that one of sites one the server can not take more than 50% of CPU usage of server ...

Setting up a VPS is your best solution I believe. I may be wrong tho, but take a look at setting up a VPS
