language problem (displaying characters)

HI,

I am having a site translated to Latvian language but some of the characters are not displaying correctly, for example I want the word

Mainīt (notice the horizontal line above the second i) but it is showing as

Ma`d

When viewed using DA filemanager it reads like


Mainīt

When I write
Mainīt in plain text in this forum it shows the correct character. Mainīt

Does anyone know how I can get the server to understand this character correctly ? Other latvian characters are showing OK

Is that the name of a file? exactly where is that showing up.

this is text in a language.inc.php, file part of a shopping cart, and it is not displaying the correct output

fixed, it was a charset issue.
