a reseller of mine as got domain x.co.uk and domain y.co.uk. His main reseller domain is domain x.co.uk, i gave him is IP's etc, he then added them to his x.co.uk domain through 123-reg as n1.x.co.uk etc. He is now trying to add domain y.com to our CP, but when he goes to specify the nameservers again in 123-reg is says cannot verify existance of ns1.x.co.uk

Both nameservers are pingable with 0% packet loss.

Have you added the nameserver records at your registar for the nameservers...... if you dont do that the nameservers wont be registered correctly.

The nameservers are registed (about a week ago) and are working fine.

seems weird.... see if he can point the domain yo your nameservers, not his custom ones.
